  • CSEA Reclassification Information

    Overview:

    Article 20 of the agreement between the California School Employees Association - Chapter #94 and the San Leandro Unified School District describes the process for CSEA unit members to request to have classified bargaining unit positions reclassified.     This memorandum contains procedural information about the reclassification process and the form for requesting reclassification is attached.

    The Reclassification Process – What is it and when is it appropriate?

    Reclassification is the upgrading of a position to a higher classification as a result of the gradual increase in the duties being performed by the incumbent in that position. Reclassification is not based on an increase in workload nor an employee’s capability to perform the skills and responsibilities that are outside his/her current classification. In addition, reorganization of a department or assignment does not automatically result in a reclassification. The reclassification process focuses on the duties of the position and not on the employee’s performance.

    Criteria for Reclassification Requests:

    Any request for reclassification must meet one or more of the following criteria.

    1. There has been a gradual increase in the duties assigned to this position over an extended period of time that are more aligned with duties assigned to positions in higher classifications.
    2. The job classification is not aligned with similar job classifications in other districts.
    3. The duties assigned to this position have changed due to an identified need (such as a shortage of applicants or excessive turnover) requiring different skills for this position.

    How the Reclassification Process Works in the SLUSD:

    Upon receipt of a reclassification petition, the petitions will be reviewed by the district and CSEA to determine whether or not the petition meets one or more of the criteria described above. If it is determined by either party that the petition appears to meet one or more of the criteria, a panel composed of one CSEA appointee, one District appointee and a third appointee agreed upon by the other two members of the panel shall convene. The petitioner will be required to present his/her case for reclassification to the panel. Employees will be released from work to present to the panel and may bring written documentation for the panel to review. It is the petitioner’s responsibility to present his/her case and neither the district nor the union will participate in this presentation. Upon completion of the presentation, the panel will deliberate and make a recommendation to the school board. If the school board upholds a panel’s recommendation for reclassification, these reclassifications shall become effective on July 1.

    How to Begin the Reclassification Process:

    Complete the attached form including a written statement, and return it to the Human Resources Department by May 1 at 3:00 p.m.
